Overview   of Invitation for Bids: Grade Crossing Reconstruction on Ware River Branch

Massachusetts Central Railroad (“MCER”) is soliciting bids on behalf of Massachusetts Department of Transportation (MassDOT) for the following project. MassDOT owns the ROW, track and associated facilities on the line. MCER, under contract to MassDOT and by contractual obligation, is responsible for the care and control of the state-owned rights-of-way and related property. This Invitation for Bids is issued pursuant to Massachusetts General Laws, Ch. 30, §39M.

The Project:

Demolish existing grade crossing track, roadway, sidewalk approaches and dispose of removed crossties and existing roadway materials. Furnish and install new crossing crossties, signal conduit, stone track ballast, rubber rail seal/asphalt crossings. Furnish and install HMA roadway, sidewalks, curbing and ADA detectable warning panels. Project also includes drainage and ditching improvements.

Prospective bidders must be prequalified before the opening of proposals for this work. Bidders must have current MBTA Pre-Qualification Certificate for Class 1-General Transit Construction and/or Class 3–Trackwork for an $1,650,000 contract value.

A mandatory pre-bid meeting and site tour will be held on Thursday, January 19, 2023, at 10:00 a.m. See bid documents for details and requirements. No award will be given to a contractor not prequalified as described above and not at the pre-bid. In the event of inclement weather leading to postponement of the pre-bid meeting, prospective bidders that have requested bid documents will be notified 24 hours in advance of an alternate date and time for the meeting.

Paper sealed bids only will be accepted until Thursday, February 2, 2023, at 2:00 p.m. Bid opening will be 2:30 p.m. at Palmer Town Building, 4417 Main St., Palmer, MA.
