OPEN SESSION

  1. Call to Order
  2. Pledge of Allegiance
  3. Public Comment  (Limited to 3 minutes per individual)
  4. Approval of Minutes for Board of Trustees meeting of December 8, 2020 and December 16, 2020
  5. Electronic Medical Record Presentation – Tom Innis, Ripples Group
  6. CFO/Treasurer Report
  7. Report from the State & Administrator.
  8. Old Business:
  • Appointments of Treasurer and Assistant Treasurer pursuant to MGL c 6 Sec 71. Discussion of any vacancies to these positions and possible appointments of acting persons.
  • Discussion of a Covid-19 patient memorial. Update requested on approved Board motion to allow the Soldiers’ Home Administration to work with the chair of the Soldiers’ Home Coalition to put a temporary memorial in place for this specific purpose.
  • Ombudsman Program Update from Attorney Matt Deacon
  • Information request of Mr. Giordano from November 10, 2020 meeting: please provide the 5 year history of retained revenue accounts and how much carried over annually and preserved vs how much in general fund state appropriation dollars were unspent annually and returned to state.  Recommendation to transfer this item to Finance Committee.
  • Selection of New Medical Director – Update
  • Announcement of Committee Assignments and resumption of committee meetings. Discussion and approval of scope of committee responsibilities.

Old Business (cont):

  • Information request of Secretary Poppe from November 10, 2020 meeting: please provide the Board with copies of job descriptions for all three of the following positions: CFO, Treasurer, and Assistant Treasurer.
    • New Business:
  • Recognition of Kevin Jourdain’s Service as Board of Trustees Chairman
  • Award Recognition – Val Liptak: Manuel Carballo Governor’s Award for Excellence in Public Service
  • Proposed study to research, fund, and establish a web based forum (Webex, MS Teams, etc) to conduct future meetings over the internet for public access.
  • Request DVS have a VA Representative brief the Board on the VA State Home Program.
    • Discuss the establishment of the following committees:
  • Building Committee: To address the grant application, state and congressional support/legislative action, design, and construction of new additions and renovations of the Soldiers’ Home in Holyoke
  • Strategic Planning Committee: To hire a private company to develop a 50 year strategic plan with a designated mission and goal statement, as well as measurable milestones

 

EXECUTIVE SESSION

Pursuant to MGL c. 30A, §21(a)(8) to consider applicants for the open position of Superintendent of the Holyoke Soldiers’ Home. The Chair has determined that the applicants’ privacy during the preliminary screening process requires executive session as to not have a detrimental effect in obtaining qualified candidates.

Pursuant to MGL c. 30A, §21(a)(3), to discuss strategy with respect to litigation because an open meeting may have a detrimental effect on the litigating position of the Board

Pursuant to  MGL c. 30A, §21(a)(3), to discuss strategy with respect to litigation because

an open meeting may have a detrimental effect on the litigating position of the Board, and to discuss release of certain potentially privileged records and/or past executive session minutes.
