Overview   of Notice of public hearing concerning UMass Memorial Health Care, Inc.

Notice is hereby given that, pursuant to 105 CMR 100.445, the Massachusetts Department of Public Health will conduct a hearing to permit comment on the Determination of Need (DoN) Application #UMMHC-22042514-HE filed on July 5, 2022 by UMass Memorial Health Care, Inc. (Applicant), located at 55 Lake Avenue North, Worcester, MA 01655 for a Substantial Capital Expenditure and a Substantial Change in Service by UMass Memorial Medical Center (UMMMC). The Proposed Project includes the following: renovation of a six-story building adjacent to UMMMC’s University Campus that will contain 72 additional medical/surgical (M/S) beds, one additional computed tomography (CT) unit, and shell space for future build out to accommodate clinical services; the addition of 19 M/S beds on UMMMC’s Memorial Campus; and renovation projects to improve the existing services and facilities at UMMMC’s Memorial Campus. The total value of the Proposed Project based on the maximum capital expenditure is $143,242,167.

The hearing will be held on Tuesday, August 23, 2022, from 6-8 p.m. Due to precautions associated with the COVID-19 pandemic, the hearing will be conducted on a moderated conference call. The information for the moderated conference call is:

Such hearing shall not be adjudicatory but shall be in the nature of a public forum for the presentation of any comments that may be relevant for consideration by the Department regarding the Proposed Project. Persons wishing to make their views known may speak during the hearing or may submit written comments to the Massachusetts Department of Public Health, Determination of Need Program, 67 Forest Street, Marlborough, MA 01752 or via email to DPH.DON@massmail.state.ma.us. Written comments will be accepted until 5 p.m. on Friday, September 2, 2022. All written comments submitted to the Department may be posted on the Department’s website and released in response to a request for public records.
