Overview   of Notice of Virtual Public Hearing Concerning Massachusetts General Brigham, Inc.

Notice is hereby given that, pursuant to 105 CMR 100.445, the Massachusetts Department of Public Health will conduct a series of three public hearings to permit comment on the application for Determination of Need (DoN) 21012113-AS filed on February 12, 2021, for a substantial change in service and substantial capital expenditure for the construction and development of three Ambulatory Care Centers located at 1400 West Park Drive, Westborough, MA 01581; 100 Brigham Way, Westwood, MA 02090; and 2 Hill Street, Woburn, MA 01801. The total value of the Proposed Project based on the maximum capital expenditure is $223,724,658. The Proposed Project includes, at each location, ambulatory surgery, outpatient services including primary care, behavioral health, and specialty care services,  and diagnostic imaging services, including the acquisition of a total of five magnetic resonance imaging (MRI) units and five computed tomography (CT) units at the three sites combined.

Due to the State of Emergency declared by Governor Charles D. Baker on March 10, 2020, and subsequent emergency orders limiting public gatherings, the hearing will be conducted on a moderated conference call.  This hearing will not be adjudicatory in nature, but rather a public forum for the presentation of any comments which may be relevant to the Department’s consideration of the proposed change.

Members of the public and other interested parties may join the hearings by phone during the posted days and hours. Comments related to a specific location should be presented at the hearing identified for that location, and general comments about the overall Proposed Project will be accepted at each hearing.  Comments pertaining to the entire project need only be entered into the record on one of the following days.   • Woburn - Thursday, March 25, 2021 - 9:00 a.m. - 12:00 p.m.  
  • Westwood - Thursday, April 1, 2021 - 12:00 p.m. - 3:00 p.m.
  • Westborough - Tuesday April 6, 2021 - 6:00 p.m. - 9:00 p.m.

Comments concerning this matter may be submitted to the Department of Public Health, Determination of Need Program, by email to DPH.DON@MassMail.State.MA.US  (preferred) or in writing Attn:  DoN Support, 67 Forest Street, Marlborough, MA 01752. Comments for all locations will be accepted up to 5:00 PM on April 16, 2021. All written comments submitted to the Department may be posted on the Department’s website and will be released in response to a request for public records.
