MassDOT Rail and Transit Division Proposal

Proposals for the following project will be received through the internet using COMMBUYS until the date and time stated below and will be posted on COMMBUYS forthwith after the bid submission deadline. No paper copies of bids will be accepted. Bidders must have or register for a COMMBUYS account in order to bid on this RFR.

The Bidding for and award of the contracts for the following procurement are to be in accordance with the requirements of Mass General Laws Chapter 7C§ 58.

Task Order: MassDOT Rail and Transit Division: Statewide General Engineering Consulting (GEC) On-Call Services

The Commonwealth of Massachusetts, MassDOT Rail and Transit Division is soliciting qualified Bidders, known as consultants, to provide Statewide General Engineering Consulting (GEC) On-Call Services. This General Engineering Consulting (GEC) work to be performed statewide will be on a Task Order basis.

The services to be provided will include, but not be limited to, advice to and consultation with the Rail Division on engineering services for the following disciplines: railroad track and rights of way, facilities, signals, communications, environmental and safety issues. In addition, consultant services will be required on matters of general design, construction, planning, maintenance, economic analysis, asset management planning and program management issues. Thus, these services will range from providing oversight of the rehabilitation and maintenance of state-owned rail rights of way to assisting with state and federal rail grant programs including the Industrial Rail Access Program (IRAP) and the Federal Highway Railway Grade Crossing Program (Section 130). The ability to secure these services with minimum notice or, a variety of short-term, time-sensitive situations is extremely important. The Massachusetts Department of Transportation (MassDOT) currently owns approximately 245 miles of active rail corridors, 53 miles of inactive rail property and about 90 acres of rail yards and related property. MassDOT’ s Rail and Transit Division, (Rail Division) is responsible for the care and control of the state-owned rights of way and related property. The Rail Division oversees state and Federal investment in these assets and in some cases licenses certain railroads to perform other functions, including maintenance and ensuring compliance with Federal Railroad Administration (FRA), environmental, and state and local regulations

Any work performed on the rail lines must conform to rules and regulations of the FRA Class that is assigned to safely run passenger and/or freight trains. Also, any capital improvements made to assets on the right of way must be designed to the minimum capacity of 286K.

An award will not be made to a Contractor who is not qualified prior to the opening of proposals in these types of services.
