Overview   of Springfield - Design Public Hearing webinar and comment period

A Live Virtual Public Information Meeting will be hosted on the MassDOT website referenced below to present the design for the proposed Improvements on Saint James Avenue at Tapley Street project in Springfield, MA.

The purpose of this meeting is to provide the public with the opportunity to become fully acquainted with the proposed Improvements on Saint James Avenue at Tapley Street project. All views and comments submitted in response to the meeting will be reviewed and considered to the maximum extent possible.

The proposed project consists of constructing either a modern roundabout or an upgraded signalized intersection to improve safety and efficiency at this high-crash location. While the design alternative has not been finalized at this time, in either case, pedestrians will be safely accommodated with enhanced crosswalks and sidewalks (except on the south side of the Tapley Street bridge, where a designated striped area protected by raised flex posts will be provided). Bicyclists will be accommodated through a combination of on-street bicycle lanes and shared-use paths, depending on right-of-way constraints. All accommodations will be constructed in accordance with the latest design standards and guidelines.

A secure right-of-way is necessary for this project. Acquisitions in fee and permanent or temporary easements may be required. The city is responsible for acquiring all needed rights in private or public lands. MassDOT's policy concerning land acquisitions will be presented in the meeting.

Project inquiries, written statements and other exhibits regarding the proposed undertaking may be submitted to Patricia A. Leavenworth, P.E., Chief Engineer, via e-mail to or via US Mail to Suite 6340, 10 Park Plaza, Boston, MA 02116, Attention: Project Management, Project File No. 608560. Statements and exhibits intended for inclusion in the public meeting transcript must be emailed or postmarked no later than ten (10) business days after the meeting is held.

This hearing is accessible to people with disabilities. MassDOT provides reasonable accommodations and/or language assistance free of charge upon request (e.g., interpreters in American Sign Language and languages other than English, live captioning, videos, assistive listening devices and alternate material formats), as available.
