Apply for Alcoholic Beverages Transportation & Delivery Permit (ABCC)

This license authorizes the holder to pick up alcoholic beverages lawfully bought by the licensee from a licensee in Massachusetts. This permit also authorizes the delivery of said alcoholic beverages.
Once an application is submitted via our eLicensing system, the typical turnaround time is a few days to a week.

What you need   for Apply for Alcoholic Beverages Transportation & Delivery Permit (ABCC)

To apply for a Transportation and Delivery permit pursuant to M.G.L. c. 138, § 22 you will need electronic copies of the documents listed below.

Required Documents for ALL new Transportation and Delivery permits:

  • Vehicle Registration
  • Business Structure Documents: Articles of Organization, Partnership Agreement, Bankruptcy Documents, Estate Documents, Trust Documents or Business Certificate, are required depending on your corporate structure.

  • An off-premises license holder can use the Transportation and Delivery permit to pick up product from the wholesaler, or to deliver to consumers.
  • An on-premises license holder can only use the Transportation and Delivery permit to pick up product form the wholesaler, they may not deliver outside the licensed premise to consumers in Massachusetts.
  • The transportation and delivery permit can not be used to transfer product from one off-premises location to another off-premises location.
    For example: If a company has two packages stores, they can not transport the product from one to the other. The product must stay at the location listed on the invoice from the wholesaler.
