- Be a non-profit organization, public (municipal or state) agency, or higher education institution in Massachusetts;
- Serve the Massachusetts Military, Veteran, Family, and Survivor Community

Applicants must submit the required "Program Description and Applicant Response Questions” form and the “Budget and Budget Narrative” form as part of their online application. Please download these, fill them out, and submit them at the end of the online application.
