The Commonwealth's Managed File Transfer (MFT) service is offered to the agencies of the Commonwealth and their business partners.  

  • System-to-System transfer: a fully automated process where files are transferred from one server to another without human intervention.
  • Person-to-Person transfer: an ad hoc process that allows the transfer of files between two individuals.  
  • System-to-Person or Person-to-System file transfers: a semi-automated process that allows data to be exchanged between individuals and systems.

SLEResponsibilities/Dependencies

Fulfillment: Due to the variable nature of this request item, fulfillment time will differ on a case-to-case basis. SLE will be communicated following the finalization of customer requirements.

Important Notes:

  • EOTSS MFT work effort is typically approximately 4 weeks depending on the number and complexity of the interfaces requested.

Fulfillment may be dependent upon: 

  1. Customer and their business partner readiness and availability.
  2. Firewalls (creation/modification).
  3. Security groups (creation/modification).
  4. Source and destination environment configuration to be implemented on customer’s side and/or customer’s business partner’s side. (installation/configuration of SFTP server, S3 bucket, SharePoint site, etc.).
  5. File transfer configuration by EOTSS MFT Team.

Customer

  • Responsible for adhering to the EOTSS Standard Rules of Engagement.
  • Sharing complete requirements will ensure that accurate SLEs are provided and met.
  • Responsible for completing and submitting the following to EOTSS during the intake and discovery process which are outside of ServiceNow:
    • EOTSS MFT Intake Form
    • EOTSS MFT Discovery Tool
  • Responsible for managing and coordinating testing/QA/go-live activities with business partner(s) and providing EOTSS with any required feedback.
  • If needed, responsible for having their own storage solution for sent and received files.
  • Responsible for encrypting and decrypting all regulated data (examples: SSA, FTI, CJIS, HIPAA, and any other regulated data) prior to initiating the transfer through the EOTSS MFT service. Sender is responsible for encrypting data. Recipient is responsible for decrypting data.  
  • Responsible for ensuring that the data will be stored, maintained, and secured in accordance with any applicable data protection and privacy laws, regulations, policies, and agreements once it reaches the destination location as identified by the customer.
  • Responsible for submitting all appropriate requests for any other related service(s).
  • Responsible for providing production go-live sign-off to EOTSS prior to scheduling go-live activities.
  • Responsible for verifying that the first transfer after go-live if unable to test it during the go-live activities. In the event the transfer fails, customer should submit an Incident in ServiceNow. 
  • Responsible for ensuring all participants are available to collaborate effectively with EOTSS.
  • Responsible for establishing and testing connectivity to impacted environments.
  • Responsible for managing the project based on customer’s project plan and timeline.

EOTSS

  • Responsible for coordinating discovery meeting(s) with the customer.
  • Responsible for providing the following to the customer and processing once completed/submitted:
    • EOTSS MFT Intake Form document
    • EOTSS MFT Discovery Tool spreadsheet
  • When applicable, responsible for providing guidance to customer on additional request submission based on discovery discussions. When the EOTSS MFT Intake Form is signed off and the EOTSS MFT Discovery Tool is completed, , EOTSS will determine the appropriate SLE for the request and communicate to the customer.
  • Responsible for participating in testing/QA activities with the customer and their business partner(s) and collecting/processing any feedback provided.
  • Responsible for scheduling the go-live activities with the customer.
  • Responsible for ensuring that the MFT services align with customer’s requirements.
