1. Before You Apply

   Contact the appropriate MassDEP Regional Office to schedule a pre-application conference. This will help you prepare a better application, saving you time and likely resulting in faster review. If you apply without setting up a meeting, MassDEP may require one anyway before it can determine whether your application is administratively complete.

3. Complete the Application Form

   You may fill out and save the Microsoft Word form on your computer. The PDF version has to be printed out and completed by hand.

   Important Note: Even when applying online, you will still need to complete a conventional Application Form and upload it as an attachment during the online filing process.

4. Submit Your Application & Fee Payment

   1. File online via the ePlace Portal.
      
      Note: If you are a first-time user, you will need to create an account first.
   2. Pay your fee online with a credit card and submit your application, or you may mail your fee payment to:

   3. Send copies of your completed Application Form to:

   • The local board of health (two copies).
   • The local public library.
   • Massachusetts Department of Public Health
     Bureau of Climate and Environmental Health (BCEH)
     250 Washington Street, 7th Floor        
     Boston, MA 02108
   • The board of health of any municipality within one half mile of any boundary of the proposed site.
   • The public library of any municipality within one half mile of any boundary of the proposed site.
   • The applicable regional planning agency duly established by the Legislature and governing the municipality in which the proposed facility is to be located.
   • Any person requesting a copy during the public comment period. The applicant may charge a reasonable cost for reproduction.
