Announcing the Advancing Massachusetts Power (AMP) Energy Storage Grant Program

In December 2023, DOER submitted a report and recommendations to the Clerks of the Senate and House of Representatives and to the Chairs of the Joint Committee on Telecommunications, Utilities, and Energy based on the results of the Charging Forward: Energy Storage in a Net Zero Commonwealth study. This study offered a comprehensive assessment of the energy storage market in the Commonwealth and identified energy storage deployment as a critical and cost-effective strategy to support Massachusetts’ climate and clean energy goals under the 2050 Clean Energy and Climate Plan (CECP).

As part of this report, DOER announced a proposed investment of $50 million to catalyze energy storage deployment across Massachusetts. To support the design and administration of this new initiative- now called Advancing Massachusetts Power (AMP)- DOER engaged a consultant team including InClime, Cadmus, Camelot Energy Group, and Verdant.

The AMP program aims to accelerate the equitable deployment of safe energy storage systems throughout the Commonwealth. It prioritizes investments that deliver resilience, reduce pollution, create economic opportunities, and improve public health- especially in environmental justice (EJ), low-income, and historically disadvantaged communities.

AMP Straw Proposal Presentation

DOER hosted a public webinar to present its initial ("straw") proposal for the AMP program on July 1st, 2025. The presentation included a high-level overview of the program’s objectives, proposed design, key components, and the types of projects targeted for funding. Of the $50 million proposed, approximately $47 million is allocated for energy storage initiatives that deliver system and societal benefits identified in the Charging Forward Report- particularly those benefits that are not sufficiently supported under current market structures or regulatory frameworks.

The webinar’s primary goal was to present the draft proposal and initiate stakeholder engagement. The presentation slides can be found below.
