Annual Reports

The commission shall annually, not later than October 31, report the results of its findings and activities of the preceding fiscal year and its recommendations, which may include draft legislation, to the governor, the house and senate committees on ways and means, the clerks of the house of representatives and the senate, the joint committee on children, families and persons with disabilities and the joint committee on labor and workforce development.

Work Matters: A Framework for States on Workforce Development for People with Disabilities
"Work Matters: A Framework for States on Workforce Development for People with Disabilities" represents the culmination of a yearlong joint task force effort of state policymakers convened by NCSL and the Council of State Governments (CSG) to address barriers to employment and develop policy solutions to build a thriving workforce that is disability inclusive. Through the work of the task force, state legislators, legislative staff and state executive branch representatives explored the causes of these barriers and devised bipartisan policy options supporting increased employment access and opportunity for people with disabilities.

WorkAbility Subcommittee Report
The Subcommittee on Workforce Development for Persons with Disabilities, known as the WorkAbility Subcommittee, was proposed by Rep. Cutler in March 2019 and approved by the chairs of the Joint Committee, with the stated purpose of examining the intersection of disability policy, employment, and workforce development in the Commonwealth. This report is a culmination of the information gained from stakeholder meetings that took place from the Spring of 2019 to the Winter of 2020. Within this report, the Subcommittee will detail the barriers facing individuals with disabilities from entering the workforce and recommend targeted initiatives to increase workforce participation.
