Procurement Schedule
On October 11, 2024, the Department filed an emergency rulemaking with the Secretary of State that makes changes to 225 CMR 21.00 Clean Peak Energy Standard (CPS), effective immediately.
Included in the October 11, 2024 emergency rulemaking was the following change: “No later than November 12, 2024, the Department shall establish a staggered procurement schedule for the issuance of requests for proposals (“RFPs”) for Clean Peak Certificates.” This announcement provides notice of this staggered procurement schedule.
DOER establishes the following staggered procurement schedule for the issuance of RFPs for Clean Peak Certificates:

DOER reserves the right to revise this schedule as necessary to respond to changes in law, including S. 2967 – An Act Promoting A Clean Energy Grid, Advancing Equity And Protecting Ratepayers, which is currently pending before the legislature, or other circumstances.
As stated in the original announcement for the October 11, 2024 emergency rulemaking, regulatory changes to the procurement aspects of the CPS, along with other changes, intend to address market conditions that hinder the deployment and therefore the realization of economic and environmental benefits from energy storage for the Commonwealth, which includes a ~4,000 MW portfolio of distribution and transmission-connected projects.
