Documentation and User Guides
Successful use of the model requires certain professional skills, including intermediate Geographic Information System (GIS) skills and a strong grasp of municipal zoning practices and bylaws. Users should review the Section 3A compliance guidelines and other available resources on the Section 3A home page before accessing the model to ensure a solid understanding of the law and the role of the model in determining district compliance.
For communities ready to test an existing or potential zoning district for compliance with Section 3A requirements, the User Guide and Data Sources and Methodology documents below are a good place to start. The Data Sources and Methodology document provides detail on the sources and methods used in the compliance model. The Compliance Model User Guide provides step-by-step instructions on how to access and work with the compliance model. For questions not addressed in these documents, please contact the Department of Housing and Community Development at DHCD3A@mass.gov.
