The mission of the Council, “to ensure the quality of long-term, in-home, personal care by recruiting, training and stabilizing the work force of personal care attendants,” requires a commitment from all Council members and staff to the following principled actions:
- Ensure consumer self-direction and Independent Living Principles, both within the MassHealth PCA Program and as part of the training and employment of PCAs, upholding consumer self-direction as essential to the independence, dignity, and self-sufficiency that the PCA program is meant to achieve.
- Diligently represent the interests of consumers as employers and further those interests by assisting to resolve policies and procedures brought to the Council's attention that create impediments for consumers as employers.
- Ensure development, implementation, and oversight of effective new and known PCA recruiting strategies across the Commonwealth, including the PCA Directory, partnering with workforce boards, community colleges, and other key community organizations.
- Support and implement training methods and policies that increase the skills and knowledge base of PCAs and consumer employers.
- Assist PCAs to achieve increased wages, benefits, professional development opportunities and other benchmarks of respected, dignified employment.
- Promote policies to ensure that consumer employers exercise their rights with integrity, respect, and responsibility.
- Prioritize continuous dialogue with the consumer-employer community.
- Work to identify and address all systemic racial disparities and inequities within the PCA program.
