CWSRF Small System Technical Assistance Program

Designed to promote participation in the CWSRF loan program by assisting eligible communities with identifying current and long-term needs and helping eligible communities with the CWSRF project application process.

Program Overview

The Massachusetts SRF is utilizing newly available set-aside funds made available through the Infrastructure Investment and Jobs Act of 2021, also known as the Bipartisan Infrastructure Law, to provide technical assistance to small, rural, and tribal publicly owned treatment works. The purpose of this program is to assist treatment providers with identifying their current and future system needs.

Further, the technical assistance provider will assist eligible communities with leveraging the needs assessment to take advantage of the Massachusetts Clean Water SRF’s generous financing, subsidy, and grant programs. For additional information on the program please visit the Technical Assistance page. These services are free for eligible treatment works providers and come with no obligation of participation with CWSRF Loan Program.

Eligible Participants

Small, rural and tribal communities have 10,000 or fewer people and an average daily wastewater flow of less than 1 million gallons.

Eligible Activities

The Massachusetts Clean Water Trust and the Massachusetts Department of Environmental Protection (MassDEP) have contracted with RCAP Solutions (RCAP) to provide the following services:

  1. Wastewater and/or Stormwater Infrastructure Needs Assessments. The assessment will consider physical infrastructure, along with the ongoing technical, managerial, and financial capacity of the system. RCAP will assist the utility with developing a plan to address current and future needs.
  2. CWSRF Project Evaluation Form (“PEF”) Assistance. RCAP will assist with PEF development for applications for the asset management planning program, all other planning projects, and water infrastructure construction projects. 
  3. Preapplication assistance of CWSRF Loan Application. RCAP will perform an administrative completeness review of draft applications, including plans and specifications pertinent to the project, to ensure all required documentation and permits are in place.

New England Environmental Finance Center (NEEFC)

New England Water Infrastructure Network (NEWIN) is a source of free financial, managerial, and technical support for the region’s municipalities, utilities, and tribes. Their goal is to help communities access Bipartisan Infrastructure Law funding for drinking water, wastewater, stormwater, and nonpoint source pollution needs through the Clean Water and Drinking Water State Revolving Funds (SRFs) and other sources. NEWIN prioritizes reaching disadvantaged communities, those with pressing water quality challenges, and water systems that have not previously applied for SRF funding.
