The Office of Planning is the strategic long-term planning and development office within the Division of Capital Asset Management and Maintenance (DCAMM). It initiates and manages all pre-design activities for state building projects and public development initiatives. In fulfilling this function, the Planning teams work closely with the institutional leadership of our client agencies and other elected and appointed officials, stakeholder groups and collaborative partners to prepare architectural programs, master plans, agency capital development plans, feasibility studies and budget and spending proposals.
We work closely with the Secretariats to set priorities for investment, based on their strategic goals, balancing the needs for repairs, renovations and new construction while staying within the State’s financial means. Our primary goals include:
- Strategic Choices – Improves Customer Service and Government Performance: Our capital programs build on the strategic planning efforts of the user agencies we serve.
- Asset Preservation – Effective Management of State Assets, Sustainability and Resiliency: To the greatest extent possible, we propose to invest in the buildings we already own. We prioritize renovations and capital renewal, and develop new buildings only where that is demonstrated as the most cost effective option to meet the need.
- Comprehensive, Realistic Programs - Effective Management of State Assets: As we work with each agency, we aim to set realistic multi-year spending programs, to challenge agencies to address needs comprehensively within those spending limits. This often results in ‘fix it first’ approaches and consideration of phased investment which can achieve programmatic goals over time, and in some cases recommends leasing or other alternatives over capital investment.
- Supporting Economic Growth - Targets investment in communities, including consideration for regional equity and vulnerable populations: We are looking at all investment – whether for surplus property or agency capital projects – for the benefits they bring to economic workforce development and community revitalization.
- Management of State Office Occupancy- Cross-Sector Collaboration and Leveraging Commonwealth Investments: As agencies strive to ‘right size’ their workforce, DCAMM recognizes the need to align our office occupancy with current and future agency needs. This goal informs the work of multiple DCAMM departments, and intersects directly with the state’s IT strategies, as we seek to consolidate server locations, replace paper records with electronic workflow and document storage. It also links with HRD and our shared need to plan for the workforce of the future.
Office of Design and Construction

The Office of Design and Construction (ODC) is responsible for managing all facets of project delivery throughout the design and construction phase.
ODC is comprised of approximately 135 staff members who work with all secretariats and a diverse client base throughout the Commonwealth in delivering capital projects that support the Commonwealth’s priorities.
Design and Construction services include final design and construction activities for all state building projects. ODC oversees new construction and major renovations to courthouses, State Police, Sheriff’s and correctional facilities, health and human service facilities, recreational facilities, state office buildings and state and community college buildings.
Other projects include preventative maintenance and emergency repairs, energy conservation and other efficiency improvements, environmental assessment and site remediation, and facility improvements needed to meet accessibility requirements and fire, health and safety code compliance.
Specific services provided by ODC include:
- Managing studies for preventive maintenance and needed repair projects
- Overseeing the development of final design documents for both new construction and renovation projects. ODC’s project managers and engineers work with clients and the project consultants to formulate designs that address the client’s identified program needs and are responsive to the project budget.
- Managing all aspects of Project Delivery during construction, renovation and repair
