On July 29, 2024, Governor Maura Healey signed into law the FY2025 Budget, allocating $58 billion to programs across the Commonwealth. Within the budget, the Executive Office of Economic Development is responsible for administering $29 million worth of local economic development earmarks.

For FY2025, EOED has put together an updated process on administering earmarks and have gathered that information into one slide deck that recipients can reference throughout the year. Additionally, the EOED Contracts and Reporting Team has recorded a step-by-step video on this process as well. EOED has sent an email to the key points of contact that were provided for earmarks.

There are three main phases for the delivery and payment of the FY2025 earmarks: 

  1. Complete Scope of Work and Budget 
    • Set up an Account in Submittable 
    • Complete forms: Attachment A Earmark Scope and Budget, EFT, W-9, and Authorized Signatory
  2. Sign Contract and 50% Allotment
  3. Invoice, Final Report, and Remaining 50% Allotment 
    • Recipients to fill out Attachment B detailing expenses for the entire earmark
