Health plans and programs for seniors and people who need long-term-care services

Learn about health plan options for seniors.

If you are 65 or older, or in long-term care, you are not required to enroll in a managed care organization (MCO) plan or a Primary Care Clinician (PCC) Plan. You receive your MassHealth benefits on a fee-for service basis by using MassHealth providers, unless you are eligible and choose to enroll in one of the following plans or programs:

  • Senior Care Options (SCO)
  • Program for All Inclusive Care for the Elderly (PACE)
  • A managed care organization (MCO) plan (home- and community-based services waiver members only)
  • A Primary Care Clinician Plan (home- and community-based services waiver members only)

Home- and community-based services waiver members younger than the age of 65, or members in the Kaileigh Mulligan Program, may choose to enroll in
an MCO or PCC plan.

Senior Care Options (SCO)

This program offers health and social support services to seniors through one health plan.

Managed Care Organization (MCO) (home- and community-based services waiver members only)

A managed care organization is a health plan that improves access to health care and health outcomes for its members through a provider netowork that includes doctors, nurse practitioners, hospitals, and other health care providers. 

To find out if you can enroll in an MCO health plan, call MassHealth Customer Service at (800) 841-2900 (TTY: (800) 497-4648). 

Primary Care Clinician Plan (home- and community-based services waiver members only)

The Primary Care Clinician (PCC) Plan is a managed-care health plan for MassHealth members throughout Massachusetts. Each PCC Plan member must choose a doctor or nurse practitioner to be a primary care clinician.

Kaileigh Mulligan Program (home care for disabled children)

This program allows certain severely disabled children (under 18 years of age) to live at home with their parent(s) and have MassHealth eligibility determined without counting the income and assets of their parent(s).
