SUMMARY
The Brookline Contributory Retirement System seeks to provide accurate, timely and consistent guidance and benefit administration to its members and their beneficiaries. The Executive Director plays a critical role in ensuring that those goals are met.
ESSENTIAL FUNCTIONS

- Provides leadership in developing program, organizational and financial plans with the Board.
- Carries out policies authorized by the board.
- Supervises all Board staff.
- Maintains official records and documents, and ensure compliance with Federal, Massachusetts and local regulations.
- Ensures that all members and beneficiaries are provided with prompt and accurate retirement counseling and that all member annuity savings accounts are properly recorded, transferred, or refunded as appropriate.
- Ensures that all retirement benefit calculations are accurate and payments of benefits to retiree sand survivors, as well as issuance of tax statements are done in a timely manner.
- Monitors outside vendors, including investment managers, consultants and law firms.
- Keeps abreast to changes in M.G.L. c. 32 and applicable case law.
- Updates the Board and staff of any changes to M.G.L. c. 32 and applicable case law.
- Represents the Association at seminars and conferences.
- Reviews benefit calculations, invoices, transfers, refunds, etc. for soundness.
- Communicates with PERAC and other governmental agencies as needed.
- Provides Association responses to Public Record requests and subpoenas.
- Interprets and communicates rulings by PERAC and other regulatory agencies to staff in order to ensure compliance.
- Informs staff of any legislative and/or regulatory changes to M.G.L. c. 32.
- Confers with and advises staff on problematic cases and other issues of note.
- Works on special projects at the discretion of the Board.
- Identifies opportunities for process improvement within the Association, including, but not limited to, ways to limit exposure and ensure compliance with applicable Massachusetts statutes, regulations, etc.
- Contributes to the documentation of best practices for the Association.
- Ensures compliance with Massachusetts Open Meeting Law and/or Public Records Law and associated regulations.
- Communicates with PERAC regarding legal issues, retirement issues, regulations and opinions.
- Oversees the Association's compliance with M.G.L. c. 32, §91A.
- Responsible to prepare the annual budget for the Board.
- Performs related work as required.
MINIMUM ENTRANCE QUALIFICATIONS:
- Ten (10) years of full-time or equivalent part-time professional experience in business management, pension administration, legal and/or investments.
- Expert knowledge of M.G.L. Chapter 32 and 840 Code of Mass. Regulations.
- Knowledge of administrative law and procedure.
- Strong client-management skills.
- Excellent communication skills.
- Skilled in researching and analyzing diverse data and complex subjects.
Salary Range Commensurate with experience to be negotiated with a contract.
