Is there a limit on how many applications or proposals I can submit?

Yes. Each applicant is limited to two (2) proposals as Principal Investigator. 

Do I have to be based in Massachusetts to apply?

No. However, preference will be given to projects that can demonstrate benefits to Massachusetts marine stakeholders impacted by existing offshore wind development. 

How do I access, download, and upload the FIF Budget Template and FIF Data Management and Sharing Plan?

Both templates are ‘Required Documentation’ which you will see under step 05. UPLOAD DOCUMENTS. Click the green file download icon in the Download Form column to download both the FIF Budget Template (xlsx) and FIF Data Management and Sharing Plan (docx). Complete, save, and upload under File Upload (2nd column). 

What do I need to do in CommBuys?

Nothing. Applicants can complete their application by fully responding to the application forms on the EEA Grants Management System. The CommBuys posting is for informational purposes.

Can exemptions be made to the cost reimbursement payment terms?

If sufficient rationale is presented in the project application, the proposal is selected for funding, and sufficient payment terms can be reached during contract negotiations, exemptions to cost reimbursement payment terms may be accommodated.

What specific items or costs may be deemed acceptable and reimbursable under the budget for the Fisheries Innovation Fund Solicitation1?

Generally eligible budget items/grant costs can be found in the Budget Template and Description section of the RFP. DMF cannot discuss project specific costs with applicants while the grant opportunity remains open. Questions or concerns about project costs will be handled during contract negotiations. A final contract is subject to successful negotiation of a final scope of services. Please note that DMF does not guarantee that any contracts will result from this BID/RFP or that any particular funding level will be awarded. DMF reserves the right to award an amount different than the amount requested.
