310 CMR 7.74: Reducing CO2 Emissions from Electric Facilities Amendments
MassDEP is proposing to amend 310 CMR 7.74: Reducing CO2 Emissions from Electricity Generating Facilities. The proposed amendments address CO2 emissions attributable to the production of useful net thermal energy by facilities regulated under 310 CMR 7.74.

310 CMR 30.000 Massachusetts Hazardous Waste Regulation Amendments
MassDEP is proposing amend 310 CMR 30.000 Hazardous Waste Regulations to include exemptions for nicotine-containing smoking cessation products and airbag wastes, the federal e-manifest rule, and requirements for aerosol cans managed under the universal waste rule. MassDEP also is proposing to adopt U.S. Environmental Protection Agency (EPA) rules related to confidentiality determinations for hazardous waste export and import documents, expanded public participation for licensed hazardous waste facilities, and technical revisions to wood preservative listings. Also proposed are minor revisions to existing requirements related to obtaining EPA identification numbers, the academic labs rule, and waste oil generator status calculations.

310 CMR 7.02(14): Cumulative Impact Analysis Amendments
MassDEP is proposing to amend 310 CMR 7.00 Air Pollution Control to require a cumulative impact analysis (CIA) for Comprehensive Plan Approval (CPA) applications for facilities located in or near environmental justice (EJ) populations.  The proposed CIA requirements are contained in a new section, 310 CMR 7.02(14), and include enhanced public outreach to and involvement of environmental justice populations, assessment of existing community conditions, and analysis of cumulative impacts.
