 Request for Proposals – Actuarial Consulting Services – Biennial Valuation of Defined Benefit Pension Plan 

The Plymouth County Retirement Board ("Board") is seeking proposals from qualified Actuaries and Actuarial Service providers to conduct a full actuarial valuation and review of the system to determine if assets and contributions are sufficient to provide prescribed benefits under M.G.L. Chapter 32 and Chapter 34B, Section 19, as well as providing appropriate bi-annual funding schedules pursuant to M.G.L. Chapter 32. Assets of the Plymouth County Retirement System ("System") are valued at approximately $1.6 billion. The successful proposer will also advise the Retirement Board regarding matters that impact on the actuarial funding schedule required by MGL c. 32. Minimum criteria for all respondents are:

  1. Actuarial staff that has performed actuarial valuations for defined benefit pension plans for at least three years.
  2. A minimum of one staff member that is a Fellow or Associate of the Society of Actuaries or is a Fellow or Associate of the Conference of Actuaries in Public Practice or is a member of the American Academy of Actuaries, and an otherwise Enrolled Actuary (making note of specific designations).
  3. Actuaries that have performed at least five actuarial valuations of defined benefit pension plans sponsored by a governmental entity, making note of the state (e.g. Massachusetts).

The date of release for this RFP is December 1, 2025. The Board reserves the right to cancel or reject in whole or part any or all proposals in the best interest of the Retirement System. Proposals must be received at the Plymouth County Retirement Board prior to January 9, 2026, at 12:00 PM ET. Proposals will not be accepted after the closing date and time.
