Water Quality Report (Consumer Confidence Report) for TNC Systems

The Water Quality Report, also known as the Consumer Confidence Report, identifies your system as being registered with MassDEP and provides information on how your system complied with the drinking water contaminant monitoring requirements during the reporting year, explains possible sources of contamination, lists the name and phone number of the owner or person responsible for the system, and lists your response to any violations1. As the owner of a TNC system, you must review this report and take the following actions:

  1. If the information is correct you must:
    • Fill in your certified operator's name and license number
    • Have your certified operator sign the report
    • Sign your (owner's) name
    • Post the report in conspicuous location(s) in your facility so that employees/customers can read it.
    • Continue to post this report until you are notified that a new one is available on-line for you to post.
  2. If you believe the information is not correct you must contact MassDEP within 30 days of being notified of the availability of your annual water quality report. MassDEP will make necessary corrections and repost the corrected report for you to print, sign, and post as directed above. All such requests must be made by contacting MassDEP's Drinking Water Program by email at program.director-dwp@mass.gov.

For more information regarding the reporting and public notification requirements refer to the Massachusetts Drinking Water Regulations 310 CMR 22.00.

1If you need to post a Tier 3 Public Notice for a violation, this annual report may also meet these requirements. In some instances if a TNC is a consecutive system (obtains some or all of its water from another public water system) the water quality report may include testing (and violations) that occurred at this other system. Check with your regional MassDEP office if you need to confirm this information.

Service Line Inventory

The initial service line inventory is a detailed record that tracks the materials used in service lines connecting public drinking water distribution system to individual properties. It includes key information such as the location, material, installation year, verification method, and, where possible, the size (diameter) of the service lines.

This inventory is the first step in identifying and removing all lead service lines across the United States. Public Water Systems are required to submit an updated baseline service line inventory by 2027. PWS will also be required to identify any service lines with unknown materials and replace all lead service lines within 10 years of the implementation of the Lead and Copper Rule Improvements (LCRI) or as specified or approved by MassDEP.
