Salem State University’s South Campus- Redevelopment Opportunity

The Commonwealth of Massachusetts acting by and through its Division of Capital Asset Management and Maintenance (DCAMM) issued a Request for Proposals (RFP) to seek proposals for the sale and redevelopment of the South Campus at Salem State University (SSU) located in the city of Salem.

Details

The South Campus, 23±acres, is located in South Salem approximately 2.5 miles from downtown (the “Property”). Loring Avenue abuts the Property to the south and east and serves as the primary artery from which access is provided to the site, albeit indirectly (via Harrison Avenue) for Lower South Campus and directly for Upper South Campus. The area is served by the regional multi-use path network approximately 900 feet from the Property at the end of Lincoln Road.

Further south and east, as well as to the west, the Forest River Conservation area serves as an ecological buffer as well as an amenity providing natural areas, streams, and walking paths.

The areas north of the Property contain the North and Central Campuses of Salem State University, and residential neighborhoods consisting of a mix of single-family and multifamily homes.

The combined team of Avalon Bay Communities, Inc., and Winn Development Company, LP, were provisionally designated to purchase and redevelop the South Campus at Salem State University.

On June 20, 2024, DCAMM entered into a Purchase and Sale Agreement with the combined team of Avalon Bay Communities, Inc., and Winn Development Company, LP, for creation of multifamily housing.

Proceeds from the sale of the Property will be used to advance major capital projects on Salem State University's main campus as part of its campus unification and modernization project, SSU BOLD to address some of its long term infrastructure needs.

The development team is currently engaged in the permitting process with City of Salem.
