As technology further evolves and IT solutions grow increasingly complex, it is essential for agency business and IT leadership to be aligned in strategic planning and in the development of an IT plan for the future.
Under M.G.L. c. 7D, § 6, each secretariat chief information officer (SCIO) is required to submit an IT strategic plan to the Commonwealth CIO that incorporates the needs of their executive offices and respective agencies. Strategic plans should reflect how information technology can help fulfill the secretariat’s mission, improve the digital government experience, and broadly support agency goals and objectives.
EOTSS has developed an IT planning framework to assist SCIOs with developing their strategic plans in alignment with the Standard Operating Environment and the Statewide IT Roadmap. The Office also offers workshops, guidance, and templates to facilitate the planning process.
Please note: While non-Executive branch agencies are not required to participate in these strategic planning exercises, participation is recommended.
SCIO IT Strategic Planning Process
EOTSS offers the following guidance and requirements to SCIOs for completion of each secretariat’s IT Strategic Plan. Please note that all submissions must:
- Adhere to the EOTSS Standard Operating Environment.
- Align with the EOTSS Statewide IT Strategy.
- Consider the EOTSS IT Capital Investment Principles.
Together, these guiding principles reflect the Administration’s priorities of ensuring the continuity of government services, improving the citizen-centric digital experience, strengthening our cybersecurity posture, and modernizing our legacy technology infrastructure.
