Project Overview
The solid waste handling facility is proposed for 3 and 6 Phillips Road in Holbrook. The 3 Phillips Road property is owned by the Town of Holbrook and leased to TLA-Holbrook LLC.
Part of that parcel is a former chemical plant and is a state-listed Tier 2 disposal site assigned MassDEP Release Tracking Number (RTN) 4-3024519, which will be remediated under the Massachusetts Contingency Plan (310 CMR 40.0000) as part of the site redevelopment.
In January 2013, the Massachusetts Environmental Policy Act (MEPA) Office determined that an Environmental Impact Report (EIR) was not required for the TLA-Holbrook LLC project.
Before it can proceed with its plans, TLA-Holbrook LLC needs to obtain three sequential approvals from the Department of Environmental Protection (MassDEP):

Latest Information
After holding a series of public hearings on the transfer station proposal, the Holbrook Board of Health granted the site assignment sought by TLA-Holbrook on November 8, 2017.
The Town of Randolph and the Randolph Board of Health appealed this decision to the Superior Court Department of the Trial Court on December 14, 2017. Randolph's appeal is still pending.
