Requirements in Massachusetts
MDCS is responsible for the ETPL list in Massachusetts, including:
- Reviewing all providers based on their programmatic, financial capacity, and debarment status.
- Ensuring all providers meet state and federal ETPL requirements.
- Removing approved status anytime during the year if training providers fall out of compliance.
Before you apply or renew your ETPL registration, be sure to review the most recent ETPL requirements memo (PDF).
How to apply to be on the ETPL
Applications must be submitted or renewed before June 1 of each year.
You need to use TrainingPro to register your program for Workforce Individual Training Program (ITA), Trade Adjustment Act (TAA), and the Training Opportunities Program (TOP/Section 30).
- Log in or register for a TrainingPro account.
- Follow the system prompts to provide the required information, including updated contact information, accrediting/licensing information, course information, and student data if necessary.
- If you are a new provider or you are seeking Trade or Section 30 approval, you must include course performance data from within the past two years to be considered for approval.
- All other providers should follow the instructions from the 2021 training videos.
