The Veterans Home at Chelsea, located at 91 Crest Avenue, Chelsea, MA, has been in continuous operation since the end of the Civil War. A new 154-bed long-term care Community Living Center completed construction in 2023 to replace the existing Quigley Hospital building. The remainder of the Veteran’s Home in Chelsea, the Domiciliary Campus, consists of nine buildings which together house approximately 150 Veterans in single room occupancy accommodations, with shared dining and services.
The Domiciliary Campus Redevelopment project will modernize the existing campus to ensure the continued provision of quality veteran’s housing and services. Under the phased development plan, DCAMM will ground lease up to 8.7 acres of land to the selected developer, Pennrose, who will create approximately 240 independent apartments for veterans and associated service space. These new apartments will replace the existing 150 single room occupancy accommodations. Support services for veterans will be provided to residents through SoldierOn. The redevelopment project will update the campus through a combination of rehabilitation and new construction to better meet the residential and services needs of today’s Veterans and their families now and in the future.
The first phase of the development, which will create 65 studio, 1-bedroom, and 2-bedroom units, is anticipated to transfer to Pennrose in late summer 2026. Once transferred, Pennrose will then begin construction.
