Comprehensive Emergency Management Plan

The ESF-1 Transportation Annex provides a framework for coordination and cooperation across state agencies regarding transportation needs, issues, and activities before, during, and after a disaster, emergency, or planned event in the Commonwealth.

The ESF-2 Communications Annex provides a framework for coordination and cooperation across agencies regarding public safety communications needs, issues, support and activities before, during, and after a disaster or emergency in the Commonwealth or when local needs exceed available resources.

The ESF-3 Public Works and Engineering Annex provides a framework for coordination and cooperation across state and partner agencies regarding public works and engineering needs, issues, and activities before, during, and after a disaster or emergency in the Commonwealth.

The ESF-4 Firefighting Annex provides a framework for coordination and cooperation across state agencies to provide state support to local governments for detecting and suppressing urban, rural, and wildland fires resulting from, or coincidental with, an emergency or major disaster in the Commonwealth.

The ESF-5 Business and Industry Annex exists to ensure collaboration between public- and private-sector partners during emergencies for the coordination of activities before, during, and after emergencies, disasters, and planned events taking place within the Commonwealth.

The ESF-6 Mass Care, Emergency Housing, Human Services Annex provides a framework for the coordination of state-level resources across state and partner agencies to support local and regional activities related to emergency shelter, mass feeding, emergency housing, and human services needs during times of emergency.

The ESF-7 Volunteers and Donations Annex provides a framework to coordinate state and partner agencies to ensure efficient and effective use of donated goods, materials, services, personnel, and funds to support communities in the event of an emergency or disaster.

The ESF-8 Public Health and Medical Services Annex provides a framework to coordinate state and partner agencies regarding public health and medical needs, including mental and behavioral health, before, during, and after any disaster or emergency or when local needs exceed resources.

The ESF-9 Search and Rescue Annex provides a framework for coordinating across state agencies and response partner organizations to support and assist local jurisdictions in search and rescue operations before, during, and after a disaster or emergency in the Commonwealth.

The ESF-10 Hazardous Materials and Environmental Protection Annex provides a framework for coordinating state assistance for emergencies or disasters impacting environmental conditions with potential public safety, public health, or property impacts and to provide expertise to decision-makers in the Commonwealth.

The ESF-11 Agriculture, Animals and Natural Resources Annex provides a framework for coordination and cooperation across state partner organizations regarding activities to support domestic animals, livestock, crops, wildlife, and natural resources from all hazards as well as before, during, and after a disaster.

The ESF-12 Energy Annex provides a framework for energy coordination across state agencies and implementation of emergency procedures, policies and emergency response measures used these state and partner agencies in responding to and recovering from fuel shortages, power outages, and capacity shortages.

The ESF-13 Public Safety and Security Annex provides a framework for the coordination of state and local law enforcement personnel and equipment to support impacted local law enforcement agencies, and to support other emergency response agencies, in the event of an emergency or disaster.

The ESF-14 Recovery Annex provides a framework for coordination and cooperation across state agencies and other recovery partners regarding the recovery needs, activities, issues, support, and assistance guidance related to restoration after a disaster or emergency impacting the Commonwealth.

The ESF-15 Public Information and External Affairs Annex provides a framework for coordination and collaboration across state agencies and relevant external partners to identify public information needs, and coordinate activities before, during and after a disaster or emergency in the Commonwealth.

The ESF-16 Military Support Annex provides a framework for coordinating the use of military support assets and assistance in times of an emergency or disaster or in support/aid civil authorities when state and local capabilities are exceeded.
