The Massachusetts Emergency Management Agency (MEMA) supports all hazard planning at all levels of government within the Commonwealth.
MEMA develops, maintains, and supports the utilization of a series of all hazards emergency plans, along with planning guidance, which can support emergency response at the local and state level. These plans outline primary state responses based on various functions, regardless of the hazard. MEMA also provides local planning guidance and toolkits for communities to develop their own local emergency plans.
