It provides a shared framework for workforce development across state government and workforce partners, creating a coordinated approach to supporting workers and meeting employer demand.

What the agenda focuses on

The Workforce Agenda is organized around four priority areas:

Talent attraction & retention

Helping employers attract and retain the talent they need while connecting workers to quality jobs.

Talent development

Expanding access to education, training, and career pathways that lead to in-demand jobs.

Leadership by example

Strengthening the Commonwealth's workforce and advancing effective employment practices.

Workforce system infrastructure

Building a more coordinated workforce system that better serves workers, employers, and communities.

Workforce Innovation and Opportunity Act (WIOA)

The Workforce Innovation and Opportunity Act (WIOA) is the federal law that guides workforce development programs across the country.

Federal WIOA legislation aims to help jobseekers access employment, education, training, and support services to succeed in the labor market and match employers with the skilled workers they need to compete in the global economy.
