- Executive Office of Labor and Workforce Development

We made real progress in 2024, with meaningful strides in building a workforce that is stronger, more inclusive, and ready for the challenges of tomorrow. As we move into 2025, the Executive Office of Labor and Workforce Development is more committed than ever to supporting and empowering individuals and employers across Massachusetts. We are focused on equipping every resident with the skills, opportunities, and support they need to succeed, while ensuring employers can tap into Massachusetts' skilled talent pool.
Here are the workforce-ins for 2025 that we’re focusing on to drive a brighter, more inclusive future for our workforce.
Upskilling and Reskilling
As industries evolve, staying ahead means embracing new skills. Upskilling and reskilling programs not only open doors for individuals but also help employers meet their needs in a changing economy. Massachusetts is leading with innovative training programs focused on in-demand skills, developed in partnership with community colleges and employers. By prioritizing lifelong learning and growth, we’re creating a stronger, more adaptable workforce for the future.
Diversity in Registered Apprenticeship
Registered Apprenticeships open doors to rewarding careers, but not everyone has had equal access. The Healey-Driscoll Administration ended 2024 by signing a Women in Construction Executive Order, making strides to bring more women into the field. By creating pathways for underrepresented groups, we’re broadening opportunities and strengthening industries with diverse voices and perspectives. Registered Apprenticeships are more than just jobs—they are life-changing opportunities for growth and success, and helps employer build their teams.
Skills-Based Hiring
Skills-based hiring focuses on abilities over degrees, allowing employers to recognize what candidates can do rather than just their educational background. This approach opens doors to a wider, more diverse talent pool. The Commonwealth of Massachusetts has embraced skills-based hiring to attract and retain top talent, ensuring we deliver essential services to residents. We encourage all Massachusetts employers to adopt this approach and unlock the potential of a broader workforce.
Support for Caregivers
Massachusetts is dedicated to supporting family caregivers through policies like paid family leave and partnerships with employers, advocates, and government organizations. Together, we’re finding innovative ways to help caregivers balance their responsibilities at home and in the workplace. By providing the support they need to thrive, we’re fostering a more compassionate and inclusive workforce for everyone.
Wage Transparency
Starting in 2025, Massachusetts’ new wage transparency law will require salary ranges in job postings. This law empowers workers to advocate for fair pay and helps close wage gaps. It’s not just about compliance—it’s a step toward building trust, fairness, and equity in our economy.
