The Operational Services Division’s (OSD) State Surplus Property Office (SSPO) manages the State Surplus Property Program. Through this program, unneeded or unwanted state-owned property is available for transfer to other public entities, such as state agencies, municipalities, school districts, and eligible non-profits.

More about the SSPO
Unneeded or unwanted items from Massachusetts state agencies are reported to the SSPO. These surplus items are made
available for transfer first to Executive Departments, then to municipalities and qualified non-profits for a low cost. If you are
unsure of your eligibility, please contact the team at OSD_SSPO@mass.gov.
The Surplus Property Program is designed to optimize the Commonwealth’s benefits from surplus state-owned property by
regulating the transfer or sale of such assets, ensuring the realization of maximum value.
