National Association of Probation and Parole (AAPA)'s 46th Annual Summer Training Institute logo

Massachusetts Probation Commissioner Edward Dolan and seven Massachusetts Probation Service employees will be among the featured speakers at the national Association of Probation and Parole (APPA)’s 46th Annual Summer Training Institute which is scheduled to take place at the Boston Sheraton August 21 -25, 2021. MPS’ Training Division has been heavily involved in the planning of this national event. Sessions will be offered in person, virtually, live streaming, and on demand. This event is expected to draw hundreds of attendees and will feature a sock and toiletry drive for the homeless as well as virtual tours of the newly named Community Justice Support Centers, according to Patricia Gavin, MPS’ Statewide Training Manager.

“The involvement of MPS in the planning and delivery of APPA’s Summer Training Institute provides an opportunity to highlight the innovation, passion and dedication of our workforce within the national scene,” said Ms. Gavin.

Commissioner Dolan will serve as a panelist during a session titled “The Good, the Bad, and the Path Forward: Examining the Intersection of Criminal Justice Reform and the Use of Technology in Changing the Culture of Community Supervision.” The workshop will address “the pros and cons of cell phone technology with an emphasis on utilizing positive technology to help change the culture of community supervision” according to Gavin. “Unmasking the Pandemic: Strategies to Effectively Manage High-Risk Alcohol Caseloads” will be presented by Electronic Monitoring (ELMO) Statewide Manager Daniel Pires. Mr. Pires’ will be joined by co-presenters Matt Mitchell, Director of Evidence-Based Programs at SCRAM Systems, and Renee Faber, Supportive Services Specialist at the Nebraska Administrative Office of the Courts and Probation. Chelsea District Chief Probation Officer Carmen Gomez and Hingham District Chief Probation Officer Jennifer Brady will present “Sorry, Not Sorry—What is a Growth Mindset?” Ms. Gomez and Ms. Brady have joined together in the past at previous APPA conventions to present this seminar. Chelsea District Probation Officer Jude David will present “The Takeover! How the Millennial Mindset has switched our ways of community supervision.”

“What can a Public Safety Management Association Do for You?” will be presented by Northern Berkshire District Chief Alf Barbalunga, Taunton District Chief Probation Officer Kelly Hamilton-Welzel, and Norfolk Juvenile Chief Mark Prisco. Mr. Barbalunga, Ms. Hamilton-Welzel, and Mr. Prisco will share information about the Massachusetts Chief Probation Officers Association.

In addition to the seminars and conference-related events, there will be a sock and travel toiletry drive. Attendees will be encouraged to bring donations which will benefit Rosie’s Place and New England Center and Home for Veterans (NECHV) in Boston. Conventioneers will also be treated to virtual tours of the newly named Community Justice Support Centers statewide. There are 18 of these centers across the state, which are attended by 600 probationers and serve as an alternative to incarceration.
