BOSTON — The Executive Office of Labor and Workforce Development (EOLWD) today announced Beth Goguen as Director of the MassHire Department of Career Services (MDCS). Following an extensive search, the Executive Office of Labor and Workforce Development will leverage Goguen’s institutional knowledge, partnership with MassHire regional workforce boards and career centers, and vision for modernizing the state’s workforce system to meet the needs of Massachusetts jobseekers and employers. 

Additionally, today EOLWD is also launching the Office of Workforce Innovation, which will report directly to Undersecretary of Workforce Development Alysia Ordway and will focus on modernizing the state’s workforce system by strengthening the use of data, enhancing technology, and updating systems to meet the evolving needs of employers and jobseekers.

About Beth Goguen

Beth Goguen brings over 25 years of workforce development experience to her role, including her recent position as Central Programs Director at MDCS. In this role, she was responsible for managing five federal workforce programs and acted as the liaison between MDCS and WIOA (Workforce Innovation and Opportunity Act) state partners, such as the Department of Unemployment Assistance (DUA) and the Department of Transitional Assistance (DTA). Additionally, Beth led the development and implementation of policies and procedures, as well as providing technical assistance to the network of MassHire Career Centers across Massachusetts, vendors, and internal staff. She also spent five years as the Director of a local MassHire Career Center. 

In her new role as Director of MDCS, Beth will collaborate with EOLWD, the MassHire State Workforce Board (MSWB), and the Executive Offices of Administration & Finance (ANF) and Technology Services & Security (EOTSS) to support implementation of the multi-year Employment Modernization and Transformation (EMT) of the business processes and technology that support the MassHire system. Focused on efficiency, flexibility, and user-centric design, the revamped system will transform resident, employer, and staff experiences by streamlining communication, ensuring security, and providing a more seamless digital experience to complement high value in-person services.  
 
As Director, Beth will lead the strategic direction and impactful delivery of core and customized workforce services across Massachusetts. Her team will continue working with regional workforce boards to build partnerships with employers, training providers, and other stakeholders. MDCS will also ensure workforce program compliance with regulations, monitor performance, and enhance service delivery while optimizing funding resources. Beth will work closely with EOLWD, the State Workforce Board and Commonwealth Corporation to implement the Governor’s vision for an effective Massachusetts Workforce Development System, coordinating and communicating with partners, conducting annual reviews and certifications, overseeing programs, and fostering partnerships. These efforts aim to address workforce needs, plan regional strategies, and ensure job seekers and businesses receive the support they need.  

About the MassHire Department of Career Services 

The MassHire Department of Career Services (MDCS) offers jobseekers a range of services, such as working with seasoned career counselors to locate career development workshops and short-term training, accessing current local and statewide job openings, resume and cover letter writing, and more. MDCS also supports Massachusetts employers with recruitment and hiring services, including resume screening, promoting job openings, and applying for tax credits.

The MassHire Department of Career Services oversees career centers statewide, helping businesses access talent and offering career services to jobseekers. As Director, Beth will lead the strategic direction and efficient delivery of these services in Massachusetts. Her team will continue to collaborate with and support local workforce areas to partner with employers, training providers, and other stakeholders to meet the needs of an ever-evolving economy. MDCS will also ensure workforce program compliance with regulations, monitor performance, and enhance service delivery while optimizing funding resources.

About the MassHire State Workforce Board 

The MDCS director will work closely with the State Workforce Board (MSWB) to bring forward the Governor’s vision of an effective Massachusetts Workforce Development System. This will involve coordinating and communicating, conducting annual reviews and certifications, overseeing and monitoring programs, and fostering partnerships. These efforts aim to address workforce needs, plan regional strategies, and ensure that both jobseekers and businesses are well-supported.
