BostonMassachusetts Trial Court officials and state legislators joined with Probation Commissioner Edward J. Dolan and a room filled with roughly 100 Massachusetts Probation Service (MPS) employees to celebrate the Grand Opening and ribbon-cutting for the new 23,600-square foot Massachusetts Probation Service Training and Operations Center (MTOC). The event took place on Tuesday, September 3.

MTOC, located at 55 Green Street in Clinton, is now home to MPS’ new employee orientation and in-service education and training for Probation’s 2,000 employees. The center also houses the 24-hour, seven day a week electronic monitoring center, the Administrative Supervision Unit and the Warrant Management Unit. 

Dolan served as master of ceremonies and the speakers included Senator Dean A. Tran, Worcester and Middlesex counties; and Representative Harold P. Naughton, Jr. of the 12th Worcester District; Trial Court Chief Justice Paula Carey; Court Administrator Jonathan Williams; District Court Chief Justice Paul Dawley and Boston Municipal Chief Justice Roberto Ronquillo Jr. were in attendance. The event featured a Trial Court color guard unit and Essex County Superior Court Probation Officer and official Bruins singer Todd Angilly who sang the national anthem.

"Training is a huge piece of what we do. MTOC represents the expansion and modernization of training and statewide operations," Dolan said.

Chief Justice Carey told the audience, "It's been a long time coming but we are really glad it's here. This is a marked improvement and I think it really puts everyone into a great space. Probation does amazing work and this will really help bring the amazing work that they do to the next level." 

Carey spoke about Probation's transformation over the past five years, including a 28 percent decrease in non-criminal violations and a 13 percent decrease in new probation violations. "The status of probation is unparalleled," she said

Tran described Probation as a "critical part of Criminal Justice reform" and likened MTOC's opening to a "testament of collaboration." He thanked MPS for "the 77 jobs" MTOC created for the town.

 Naughton thanked MPS for keeping MTOC in Clinton and spoke of the town's important role in the country’s history. 

"Remember the forbearers of this town. That is what you are carrying with you. Our forbearers carried the charge for clean water in the state and you (MPS) carry the tip of the spear for criminal justice," he said.

Dolan acknowledged Project Architect Chris Lewis and General Contractor Brady Sullivan Properties for their contributions to MTOC’s successful opening. The Probation Commissioner also extended a special thanks to Dianne Fasano, First Deputy Commissioner of Probation; David Cole, Trial Court Facilities Management and Capital Planning Department; and James Harding, Chief of Construction Services; as well as MPS employees: Diane Richard, Training Project Manager; Patricia “Patti” Gavin, Statewide Training Manager; Kevin Riley, Training Project Manager; Daniel “Danny” Pires, Electronic Monitoring Statewide Manager; and Matthew Deveau, Manager of the Administrative Supervision Unit and Chief Probation Officer.
