Boston, MA — Massachusetts Department of Revenue (DOR) Commissioner Geoffrey Snyder today announced that preliminary revenue collections for November totaled $2.562 billion, $107 million or 4.4% more than actual collections in November 2024, and $89 million or 3.6% above benchmark.[1]

FY2026 year-to-date collections totaled approximately $15.572 billion, which is $657 million or 4.4% more than actual collections in the same period of FY2025, and $188 million or 1.2% above the year-to-date benchmark.

“November revenue included increases relative to November 2024 collections in withholding, and corporate and business tax”, said Commissioner Snyder. “These increases were partially offset by a decrease in non-withholding income tax. The increase in corporate and business tax is mostly due to a favorable decrease in refunds. The decrease in non-withholding income tax, in large part, is driven by a decrease in estimated payments and an unfavorable increase in refunds. Sales tax was almost flat with November 2025 collections.”

In general, November is among the smaller months for revenue collection because neither individual nor business taxpayers make significant estimated payments during the month. Historically, roughly 6.5% annual revenue, on average, has been received during November.

Given the brief period covered in the report, November results should not be used as a predictor for the rest of the fiscal year.

Details:

  • Income tax collections for November totaled $1.534 billion, $12 million or 0.8% below benchmark, but $28 million or 1.9% more than November 2024.
  • Withholding tax collections for November totaled $1.645 billion, $6 million or 0.4% above benchmark, and $78 million or 5.0% more than November 2024.
  • Income tax estimated payments for November totaled $51 million, $22 million or 30.7% below benchmark, and $20 million or 28.3% less than November 2024.
  • Income tax returns and bills for November totaled $83 million, $8 million or 11.2% above benchmark, but $2 million or 2.7% less than November 2024.
  • Income tax cash refunds for November totaled $244 million in outflows, $5 million or 1.9% above benchmark, and $27 million or 12.5% more than November 2024.
  • Sales and use tax collections for November totaled $761 million, $4 million or 0.5% above benchmark, and $1 million or 0.1% less than November 2024.
  • Corporate and business tax collections for November totaled $40 million, $83 million above benchmark, and $79 million more than November 2024.
  • “All other” tax collections for November totaled $227 million, $15 million or 6.9% above benchmark, and $1 million or 0.3% more than November 2024.
