Proposed MEPA regulations

Final regulations (effective January 30, 2026) 

The MEPA Office has finalized regulatory amendments to streamline MEPA review of qualifying housing and mixed-use projects to meet the Commonwealth’s housing production goals. The amendments also provide streamlining for conceptual urban renewal plans and ecological restoration limited projects as defined in Wetlands Protection Act regulations at 310 CMR 10.00.  

The final regulations were filed with the Secretary of State, and will be effective on January 30, 2026 upon publication in the Massachusetts Register.

Public comments or other inquiries about the MEPA regulatory review process can be sent to MEPA-regs@mass.gov. 

Please note that all comments received by the MEPA office, including the email address and contact information of the sender, will be treated as public records under state and federal public records law.
