Jurisdiction

If the parties cannot resolve the dispute through the mediator or through continued negotiations on their own, the mediator will request that the JLMC take jurisdiction of the dispute.

The mediator makes a recommendation to the JLMC to take jurisdiction at a JLMC meeting.  The JLMC generally meets twice per month, and posts the cases it expects to discuss on the DLR website in accordance with the open meeting law.

If the JLMC votes to take jurisdiction, it then assigns 2 volunteer JLMC members, 1 labor representative and 1 management representative to the case.
