Information for employees with non-membership service

CETA-City/Town/County

Members with CETA employment are eligible to buy back this service.

If you were employed under the CETA program by a city or town, you must provide official documentation from the appropriate city, town or county indicating your exact dates of service, the exact salaries or compensation received for each calendar year, and what the FTE (full time equivalent) the position was. Without this information, we are unable to calculate the exact amount of creditable service that is eligible.

The cost to purchase this time is an amount equal to that which would have been withheld as regular deductions from your regular compensation for such period had you been a member of the State Retirement System during this period, plus interest.

Prior Non-Membership Service with a City, Town, County or MTRS

Members with prior non-membership service with a city, town, county or MTRS are eligible to apply for creditable service. You must provide official documentation from the appropriate city, town, county or MTRS indicating the exact dates of your service, the exact salaries or compensation received for each calendar year, and what the FTE (full time equivalent) the position was. If the service was paid as a daily rate, the number of days worked and the rate per day is acceptable. Without this information, we are unable to calculate the exact amount of creditable service that is eligible.

The cost to purchase this time is an amount equal to that which would have been withheld as regular deductions from your regular compensation for such period had you been a member of the State Retirement System during this period, plus interest.

Probationary/Temporary

Chapter 32, §4(2)(c)

According to an administrative regulation approved by the Board, you are not allowed to purchase creditable service for time which was not full time service for at least six consecutive months, was not followed immediately by membership service, and occurred after September of 1993.

This includes service which was considered to be part-time, provisional, temporary, temporary provisional, seasonal or intermittent.

Part-time employees will only receive credit for service based on the number of hours worked in proportion to a regular work week.

Also included in this category are members who were employed as substitute teachers prior to 1993. In order to purchase this service, you are required to provide documentation of the number of days you were employed and the salary earned.
