This project involves a broad analytical review of court operations throughout Norfolk County, a detailed facility conditions assessment of the identified facility, as well as a study report, including schematic design documents, certifiable in accordance with M.G.L. c. 7C ss. 59 and 60 (Certifiable Building Study) for the Quincy District and Juvenile Court (DC/JC), located at 1 Dennis Ryan Parkway in Quincy. 

In 2017, the Executive Office of the Trial Court, working in collaboration with the Division of Capital Asset Management and Maintenance (DCAMM), completed the Courts Capital Master Plan (CCMP). The CCMP incorporated a data-based approach to identifying facility needs in courthouses throughout the State. The CCMP identified Quincy DC/JC as a top priority for improvement, as well as other facilities in Norfolk County. The CCMP recommended a Regional Justice Center in Norfolk County, potentially consolidating into one facility: Quincy DC/JC, Norfolk Superior Court in Dedham, and a new housing court. This study will revisit these assumptions, and complete a needs assessment for the County, in order to maximize efficiencies, understand courtroom utilization, and determine both the types of courts as well as the associated number of courtrooms, to be included in the Regional Justice Center.
