SMART Competitive Procurement

On Monday November 13, 2017, Eversource, National Grid, and Unitil (the Distribution Companies), in consultation with DOER, released an RFP to procure approximately 100 MW of solar facilities under the SMART program, pursuant to 225 CMR 20.07(3)(a).

Participating in the Competitive Procurement

The procurement is open to eligible ground mounted Non-Net Metered Solar Tariff Generation Units sized 1 – 5 MW AC.  Projects bidding in to the RFP may not qualify for an adder pursuant to 225 CMR 20.00, and must be interconnected as standalone Qualifying Facility generators pursuant to 225 CMR 8.00.

Interested bidders will be able to submit an application through CLEAResult’s application website, masmartsolar.powerclerk.com.   The application site will be open to begin accepting applications from November 27, 2017 through the application deadline of 5:00 PM ET on December 5, 2017.

The Distribution Companies will host a bidder’s conference at CLEAResult’s offices on November 17, 2017 from 1-3 PM ET. Interested Bidders may participate in two ways:

Establishing Block 1 Compensation Rates

Results of the RFP will be announced by DOER no later than January 11, 2018. Block 1 Base Compensation Rates in each Distribution Company’s service territory will be set as the average of the bids of the facilities selected under the RFP. These Base Compensation Rates will be available to interested projects that submit a SMART Statement of Qualification Application upon the SMART Program Effective Date.
