In the absence of specific standards, it is Department of Labor Standards (DLS) policy that all public sector employers (municipal, county and state) follow the OSHA Standards at a minimum. Compliance with the OSHA Standards will in most cases ensure compliance with the intent of Chapter 149 Section 6, which states that DLS shall investigate places of employment and determine what suitable devices or other reasonable means or requirements are necessary for the prevention of industrial accidents or occupational diseases. Note that if you are a private employer conducting work on any public or private worksite, you are under the jurisdiction of the US Department of Labor - OSHA and are required to adhere to their safety and health standards.
On June 26, 2014 a law was passed in Massachusetts that extends workplace safety and health standards equivalent to OSHA to state employees of the Executive Branch. 454 CMR 25.00 went into effect on March 24, 2015 defining which OSHA Standards are applicable.
