Small Animal Interstate Health Certificates Update

MDAR no longer accepts APHIS-VS 7001 as an official interstate health certificate for pets

Attention: Accredited Veterinarians and Animal Health Regulatory Officials

The Massachusetts Department of Agricultural Resources, Division of Animal Health (MDAR) does not accept the APHIS-VS form 7001 as an official interstate certificate of veterinary inspection (ICVI) for animals being imported into or exported from Massachusetts or for animals exhibited within the Commonwealth.  These forms do not meet MDAR’s standards for achieving traceability.

Please note that many other states are no longer accepting the VS 7001 as an official document.  It is the responsibility of the issuing veterinarian to ensure that all of the requirements of the receiving state are met.

Massachusetts will continue to accept official ICVIs issued in the following formats:

  • Multi-copy, numbered forms issued by the shipping state’s regulatory authority to accredited veterinarians
  • Electronic ICVIs available through approved electronic services such as Global Vet Link, eCVI, Vet Sentry, and VSPS

Massachusetts accredited veterinarians are strongly encouraged to utilize one of the authorized electronic CVI formats for creating export remain available for small animals, large animals, and equines. Please contact Elsie Colon at elsie.colon@mass.gov to request paper forms.

Paper ICVIs may be submitted to MDAR via the US Postal Service to MDAR,100 Cambridge St, 9th Floor, Boston, MA 02114 or emailed to cvi@mass.gov.
