In a response to a request by two superior officers in the Bridgewater Police Department, the Commission voted to open an investigation into possible misconduct that resulted in an alleged “quid pro quo” arrangement between two or more BPD officers to distort the selection process for police captain.
The Commission vacated the promotional appointment of a Bridgewater Police Lieutenant and ordered a re-do of the process after concluding that there was no basis for the Police Chief to overrule the rankings of an independent assessment center and an outside review panel, both of which ranked the Appellant first.
The Commission issued a further decision regarding relief as it relates to a Bridgewater Police Sergeant who was inappropriately bypassed for appointment to police lieutenant.
Since the Appellant has also filed a discrimination complaint with the Massachusetts Commission Against Discrimination, the Civil Service Commission is dismissing this appeal until MCAD has issued a final decision on the Appellant’s complaint.
