The Commission affirmed the discharge of a Salem Police career officer who failed to comply with the conditions of a Last Chance Agreement where he’d agreed to accept an 18-month suspension in place of a discharge.
The Commission dismissed the appeal of a non-selected candidate for a provisional appointment as the City’s appointment process complied with the civil service law; the selected candidate was qualified for the position; and the non-selected candidate did not possess the minimum requirements.
The Commission dismissed this appeal based on the fact that the Appellant was not bypassed for appointment. Rather, he was not selected from a group of tied candidates and no candidate ranked below him was appointed.
