The Division of Local Mandates certifies municipalities' early voting expenses and Uniform Polling Hours estimated expenses.
Since 1984, DLM is charged under law to certify expenses for the first three hours of Election Day operations every two years ahead of state elections, including presidential primaries. In addition, the Legislature directs DLM to certify costs related to in-person early voting and vote-by-mail; these reimbursements have evolved over time to reflect the Auditor's mandate determinations.
