DLM responds to requests from local government leaders to determine if a state law is an unfunded mandate on municipalities. In addition, we serve as a source of information on issues harming municipal budgets, and provide recommendations to address those issues.

DLM is a resource for local government officials who feel their community has been subjected to an unfunded mandate. In addition, it serves as a resource for state and local policymakers, and members of the public, seeking more information about key issues that are driving costs for local governments.
