The EOTSS Office of Strategy Management is a team of engagement managers, analysts, and project managers ready to help secretariats, state agencies, and departments across the Commonwealth improve their operations and technology to provide effective constituent services.

We have assisted agency partners by managing procurements (from drafting the RFX to evaluating responses), mapping business processes, conducting market research and RFIs, developing requirements for technology, and supporting their hiring strategies (including writing job descriptions and interviewing candidates).

What is strategy consulting?

Strategy consulting is an end-to-end service aimed at solving the business and technology challenges facing your organization. Over the course of our engagement, our team will partner with you to

  • Document your goals and current state, including the scope and root causes of your challenges
  • Define and analyze potential solutions and create a strategy for achieving your goals
  • Execute or implement this strategy

Examples of our work

Improving the delivery of emergency rental assistance

During the COVID-19 pandemic, the Department of Housing and Community Development (DHCD) and its nonprofit partners faced a dramatic increase in rental assistance requests and wanted to provide faster assistance.

Since each of DHCD’s partners used their own processes and systems to manage requests, we needed to work with them to map existing workflows and identify pain points. We used this research to design a standardized workflow and inform DHCD’s procurement for new technology, which received several quality proposals.

Rolling out an enterprise tool for managing legal requests

The e-Discovery team at EOTSS needed help designing a strategy for providing a new tool to executive branch agencies.

We interviewed the team’s staff to recommend improvements to their business processes so they could manage new requests effectively. We also interviewed potential customers and analyzed usage data to estimate demand for the tool. Based on this research, we proposed a manageable and cost-effective plan to onboard new customers

Launching technology for new agencies

Occasionally new legislation results in the creation of new agencies that have strict legislative deadlines but no pre-existing staff, operations, or technology. We have partnered with new agencies to develop their technology strategy and manage a procurement for technology and services.

After procurement, we have helped these agencies implement technology on time and provided support to operationalize a staffing model and establish processes for modern software delivery.
